During the 8th edition of the Smart City Industry Awards Gala (SCIA), the main event dedicated to the Smart City Industry in Romania, the Romanian Construction Designers’ Employers’ Association (PPC) was an institutional partner, represented by the president Alexandru Fulga and the vice-president Radu Dragomir.

The event also marked the conclusion of the collaboration agreement with the Romanian Smart City Association (ARSC), the partnership reflecting a common strategy and a shared vision of the urban future, standing out as a catalyst for the smart city industry, the most dynamic and promising growth direction in Romania.

We are happy to announce that in less than 3 months since its establishment, the Romanian Construction Designers Employers’ Association (PPC) has gained a well-deserved position as a member of the Federation of Employers of Construction Companies (FPSC), the only representative organization in Romania for the “Civil and Industrial Construction” sector!

“This accession is an important step in strengthening our position in the construction industry and in strengthening our collective voice in dealing with local and national authorities as well as the private sector. It is also a concrete form of recognition of the vision of the 40 founding members of PPC to promote design in construction, to represent this sector to public authorities and to develop Romania through construction. With over 100 member companies, PPC is dedicated to strengthening dialogue and cooperation between all stakeholders in the construction sector. We thank our members for their support and involvement and look forward to working with the other members of the FPSC for the benefit of the construction industry in Romania,” said Alexandru Fulga, President of PPC.

The Romanian Construction Designers Employers’ Association (PPC) is launching the “DigitalizAdaptation” concept, a forward-looking initiative and approach aimed at creating an integrated digital ecosystem of administrative processes in the construction industry involving legislative and technological adaptations.

In this regard, the Romanian Construction Designers Employers’ Association, which is committed to implementing electronic signature systems for all official documents, believes that the gradual phasing out of physical documents requires legislative and technological adaptations, involving a joint effort by the authorities and the business environment for efficiency and cost reduction.

“The digitisation of administrative processes is a bridge between the past of paper and the future of efficiency, where laws and technology dance (are in harmony) towards progress”, is the motto of this PPC initiative.

“This measure will not only speed up administrative processes, but will also eliminate the need for manually signed physical documents, thus contributing to reducing paper consumption and protecting the environment,” said Alexandru Fulga, President of PPC. “The ‘ DigitalizAdaptation’ concept involves the integration and adaptation of processes and represents the process of transforming administrative procedures through the adoption of digital technologies in order to make them more efficient and reduce costs.”

This concept underlines the need for a smooth transition that allows all stakeholders, including authorities and business, to adapt, and collaboration between different sectors is essential to ensure a smooth and efficient transition to digitisation.

Thus, a concrete example of DigitalizAdaptation is the implementation of electronic signature systems for official documents, eliminating the need for manually signed physical documents.

Another application of the concept is the creation of online platforms through which authorities can receive and process requests electronically, making it easier for citizens and businesses to access public services.

E-signature is a modern and secure solution that will facilitate transactions and communications within the construction industry, eliminating distance and time barriers. This change will not only improve efficiency and productivity, but will also strengthen the transparency and integrity of our administrative processes.

Representatives of the Romanian Construction Designers Employers’ Association (PPC) participated today in the debate on seismic safety and protection in our country, organized by the Romanian Academy and the Court of Accounts.

During the event, the risks of earthquakes and the need for substantial efforts to prevent the effects of earthquakes were presented and discussed. Among the priorities, the necessary strengthening of red-bullet marked buildings, the need for additional funding allocation and the assumption of responsibilities by the institutions in law were mentioned. Special attention was paid to buildings constructed before 1940, including many hospitals and schools nationwide.

The PPC delegation led by the first vice-president Dragoș Marcu, the first vice-president Florin Nistor and the executive director of the Employers’ Association Marius Alecu included Mădălin Coman, Mihai Dima, Florin Tilimpea.

The presence of the PPC delegation at the debate organised by the Romanian Academy and the Court of Auditors is part of the responsibilities assumed on key issues related to seismic safety and protection. The PPC thus offers a signal of deep involvement and a firm commitment to address and solve some of the most pressing problems of Romanian society, underlining the essential role it plays in promoting prevention and safety measures at national level.

Representatives of the Romanian Construction Designers Employers’ Association have started consultation procedures with the authorities responsible for optimising the legislative framework for activity in the construction sector. The approach, harmonised with those carried out at the level of the Federation of Employers of Construction Companies in Romania, was aimed at communicating with the Ministry of Development, Public Works and Administration, as well as with the Romanian Parliament, through the Committee for Industries and Services and the Committee for Public Administration of the Chamber of Deputies.

The proposals have been submitted to the relevant institutions and representatives of the PPC and FPSC have already participated in a first round of discussions this week with the Chairman of the Industry and Services Committee of the Chamber of Deputies, Sandor Bende. The dialogue focused on the amendments needed to improve the design process and to clarify roles in order to avoid overlapping of responsibilities between the designer and other industry players by law. This will allow each participant to concentrate on their own specialisation, without any further interference.

The rule of a single point of contact and a single responsibility is, moreover, found in the legislative framework already applied in the developed countries of Western Europe, responding fully to the general interest of having a rapid implementation and planning of investments.

The context of the request concerns the draft law on the Land Use, Urban Planning and Construction Code (CATUC) registered at the Chamber of Deputies and concerns two aspects:

1. Clarification and definition without any possibility of interpretation of the legal obligations incumbent on beneficiaries, designers, project verifiers, technical managers, project managers, consultants, executors (contractors, subcontractors, suppliers, etc.) in the process of carrying out an investment. 2. Clear definition of the content of technical documentation deliverables and the responsibilities of each participant in a project in all phases of the life cycle of an investment.

The full correlation of the bill will bring clarity and remove the unnatural overlap of responsibilities that exists in this form of the bill. Virtually all stakeholders in a project benefit from clarification of roles, roles assumed in the life cycle of an investment by each participant according to their competencies. Through our proposals, we will boost investments with direct effects not only in the construction sector but also in the financial sector, professional services, industry and public administration, through clear and simple procedures, reducing to the maximum the risk of interpretations that generate unnecessary bottlenecks in the process”, said Florin Nistor, PPC First Vice-President.

Shortly after the establishment of the Romanian Construction Designers Employers’ Association (PPC), another 37 companies joined the 40 founding members, together representing some of the strongest construction companies in the country.

PPC’s mission is to promote and represent construction designers in Romania to public authorities and institutional partners, thus playing an essential role in promoting excellence and innovation in the field of construction design. Together with the other construction employers’ associations, the organisation will complete the representation of designers within the Federation of Romanian Construction Employers’ Associations (FPSC) “Each new company that joins us strengthens our voice to public authorities, beneficiaries and partners.
